GSU Police Chief, Carlos KellyChief Carlos Kelly

Serving since 1995

Carlos Kelly was hired to be the 29th Chief of the Grambling State University Police Department in 2018.

During his brief tenure with the Grambling State University Police Department, Kelly has made prominent steps to transform the department to reflect a 21st century policing model. He has streamlined the department’s organizational structure, hired a number of qualified officers, outfitted officers with body cameras, and updated communications strategies to improve service and response to the GSU Community.

Kelly has prioritized community engagement and outreach by connecting with officers in the field, meeting with Grambling State University community groups, professional leaders, and local organizations. Under Kelly’s leadership, the department has been highly focused on revitalization through respect, growth, training, discipline, and accountability, which fall in line with the four pillars of the department: Honor, Integrity, Service, and Professionalism.

Kelly, who has over 24 years of law enforcement experience, came to Grambling after serving as Lieutenant Commander for the Massachusetts College of Art and Design (MassArt). In addition to his work with MassArt, Kelly has helped lead policing efforts at Philadelphia Housing Authority Police Department, America’s third-largest housing authority and fifth largest city, and Bucks County Community College.

Kelly’s experience includes serving as an investigator, district commander, emergency manager, and a community relations specialist for localities and campuses in Pennsylvania, Massachusetts, and Louisiana.

Kelly has two degrees from Rosemont College, including a bachelor’s degree in criminal justice and a master’s degree in organizational leadership. Additionally, he is a graduate of FBI LEEDA Executive Management, FBI LEEDA School of Command, Penn State School of Police Supervision, Northwestern School of Police Supervision, and Louisiana New Chiefs of Police Executive Forum.

Kelly holds professional memberships in the Louisiana Chief of Police Association (LCPA), the International Association of Chiefs of Police (IACP), the International Association of Campus Law Enforcement Administrators (IACLEA), and the Historical Blacks College University Chief of Police Association (HBCUCPA).
