Meet the Vice President

Vice President Penya MosesPenya M. Moses is an accomplished attorney, strategist, and legacy builder whose career spans the intersections of law, public service, higher education, and purpose-driven leadership. With a passion for systems change and equity, Penya has spent nearly three decades serving as a trusted advisor and executive leader in both government and institutional spaces.

 

A proud native of Louisiana, Penya made history when she was appointed City Attorney for New Orleans—becoming the youngest person to hold that role. Her tenure included managing complex litigation, leading legal strategy for one of the nation’s most historic cities, and navigating policy responses during times of crisis. Her work has consistently centered on protecting the public interest, increasing access, and building resilient institutions.

 

Today, Penya serves as Vice President of Administration & Business Affairs at Grambling State University, where she oversees critical divisions such as Human Resources, Title IX, EEO and Civil Rights, University Compliance, Contracts Administration, Procurement, Legal Affairs, Policies, and Public Records. Known for her sharp judgment and calm under

pressure, she brings a collaborative and forward-thinking approach to institutional operations.

 

In addition to her executive leadership, Penya is the Founder and CEO of PMF Consulting, LLC—an entity that supports universities, athletes, entertainers, and nonprofit leaders in building financially sound, legacy-minded brands. Her firm delivers services in strategic planning, NIL compliance, brand development, and legacy preservation, helping clients balance purpose with long-term prosperity through tax management.

 

Penya has also served as CEO to independent artist Aha Gazelle and previously worked as both a prosecutor and litigator. Her ability to move seamlessly between boardrooms, courtrooms, and creative studios reflects a unique blend of analytical discipline and visionary insight.

 

She holds a Juris Doctor from Loyola University and an LL.M. in Taxation from Villanova University. Deeply committed to community service, Penya serves as President and Board Chair for both the Reeves Memorial Medical Center and the Reeves Memorial Medical Foundation. Her leadership has been recognized through fellowships and national initiatives designed to uplift women and diverse leaders in business, public service, and innovation.

 

At her core, Penya believes in the power of legacy—the idea that leadership is not just about success, but about service, integrity, and the impact we leave behind. Her personal motto, “Push Boldly. Lead Loudly.,” is both a call to action and a reflection of how she shows up: unapologetically committed to purpose, progress, and people.
