GRAMBLING, La. – July 13, 2023 – Grambling State University has named Theodore B. Callier the institution’s Vice President for Research and Sponsored Programs.
Callier, a native of Shreveport, Louisiana, most recently served as Assistant Vice President for Research and Sponsored Programs at Dillard University in New Orleans, where he also served as Interim Vice President for Institutional Advancement from June 2022 until December 2022.
In his role as Vice President for Research and Sponsored Programs, Callier, who earned both his undergraduate and master’s degrees at Grambling State, will be responsible for developing and implementing strategic plans for advancing research and other initiatives in line with the mission of the university.
Callier will oversee compliance with grant/contract regulations, certifications, and other assurances for GSU as well as provide leadership and strategic plans to consistently increase the university’s acquisition of external funds for support of research, training, and service.

At Dillard, Callier led and oversaw multiple areas of sponsored programs, including pre-awards, post-awards, and project administration, interpreting, negotiating, and executing awards and sub-awards on behalf of the institution and effectively worked to help secure significant research and other support from state and federal agencies, corporations, and foundations.

He is the perfect example of the quality of graduates that have been produced at Grambling State University. We are thankful to have him home.”
Having worked in a number of university administrative positions for more than 20 years, Callier also coordinated efforts regarding institutional negotiated indirect cost agreements at Dillard and was part of the leadership team in 2007 that worked to secure $160M in resources for campus redevelopment and restoration.
His professional experiences include nearly 30 years in higher education, providing leadership in identifying funding opportunities, and helping to secure and manage millions in grants and other sponsored agreements annually.
During his time at Dillard, grant support increased significantly, especially from the NIH, Department of Defense, and US Department of Education. More recently, Callier helped to submit and secure a $25,000,000 grant award from the National Institutes of Health (NIH) for an endowed center for health disparities research.
Callier has also served as principal investigator (PI)/project director or co-PI on awards from the U.S. Department of Health and Human Services, HUD, and other agencies and has also worked within the area of government relations, helping secure additional federal support via earmarks and congressionally directed grants. He has also worked with multiple organizations to coordinate regional and national conferences and workshops.
